Jelena Starcevic is a policy expert with over 10 years of experience in labour, migration and
employment policies in South East Europe. She has worked for the International Labour
Organization, European Commission, Government of Serbia and Serbian Employers
Association. Her pivotal interests are the future of decent work and solidarity economy as a way
of addressing social needs and achieving well-being for all.
Jelena holds a Master of Arts in Peace and Justice from the University of San Diego, a
Specialization in European Law and a Bachelor of Law from the University of Belgrade. Jelena
is currently based in Mexico City where she teaches at Instituto Tecnologico y de Estudios
Superiores de Monterrey.
